2026 Budget: Gov’t allocates GH¢828m for 1,000km of Agricultural enclave roads

The Minister for Finance, Dr. Cassiel Ato Forson, has announced that the government will allocate GH¢828 million in 2026 for the construction of 1,000 kilometres of agricultural enclave roads to improve access to farms and reduce food inflation.

Presenting the 2026 Budget Statement on Thursday, November 13, under the theme “Resetting for Growth, Jobs, and Economic Transformation,” Dr. Forson said the initiative aims to ease the transportation of farm produce to markets and lower the cost of food.

“To facilitate the transportation of farm produce to markets and reduce food inflation, we have allocated GH¢828 million for the construction of 1,000km of agriculture enclave roads,” he stated.

Farmers have long blamed high food prices on the poor state of roads linking farms to market centres, which has driven up transportation costs and contributed to rising inflation.

Dr. Forson underscored the government’s commitment to improving road infrastructure, describing it as vital to trade, food distribution, and social mobility.

He disclosed that as of September 2025, 268 road projects covering 8,300 kilometres of roads and bridges were under construction across the country.

Significant progress, he noted, has been made on major corridors, including:

  • Accra–Kumasi dualisation (64% complete)

  • Takoradi–Agona Nkwanta–Elubo Highway (72% complete)

  • Eastern Corridor sections between Dodo-Pepesu and Nkwanta-Damanko (80% complete)

“These improvements are enhancing connectivity across the Oti and Northern Regions,” he said.

Dr. Forson also highlighted progress on other key projects such as the Tema–Akosombo Highway (58% complete) and the Bolgatanga–Bawku–Pulmakom Road (95% complete), which he said will boost trade links with Burkina Faso.

To enhance connectivity in underserved communities, the government is constructing 50 bridges nationwide, including the Dikpe Bridge over the Tano River (45% complete) and the Volivo Bridge across the Volta Lake (60% complete).

Routine and periodic maintenance has already covered 21,000 kilometres of trunk, urban, and feeder roads. The 2026 programme targets an additional 25,000 kilometres of maintenance, alongside the completion of major highway projects.

To tackle congestion in Accra, Dr. Forson said preparatory works are underway for the Pokuase–Amasaman–Nsawam Urban Highway expansion and the Accra–Tema Motorway transformation project, both scheduled to begin in 2026 under a public-private partnership arrangement.
