The Office of the Special Prosecutor (OSP) has reportedly summoned top officials of the Ghana Revenue Authority (GRA) over the controversial GRA–Strategic Mobilisation Ghana Limited (SML) revenue assurance contract.
According to a report by citinewsroom.com, the top officials summoned by the OSP are the Commissioner-General of the GRA, Anthony Kwasi Sarpong; the Assistant Commissioner in charge of Finance, Celestine Annan; and the Technical Assistant to the Commissioner-General, Kenneth Agyei-Duah.
The summons of the three top officials comes after the OSP announced the arrest of the Acting Head of Legal Affairs at the GRA, Freeman Sarbah, on Monday, November 3, 2025.
It was stated in the report that OSP sources have said that Sarpong, Annan, and Agyei-Duah allegedly instructed the Acting Head of Legal to issue a letter to SML at the company’s request — a move investigators believe may affect the ongoing probe into the SML scandal.
According to the sources, the details of the said letter contradict statements made earlier by the Commissioner-General and the Assistant Commissioner in charge of Finance when they were first invited by the OSP.
In a post shared on X on Monday, November 3, 2025, the OSP indicated that the arrest of Freeman Sarbah was in connection with its investigation into the GRA–Strategic Mobilisation Ghana Limited (SML) revenue assurance contract.
“The Office of the Special Prosecutor (OSP) has arrested the Acting Head of Legal at the Ghana Revenue Authority (GRA), Freeman Sarbah.
“Mr Sarbah is under investigation for suspected corruption and corruption-related offences, as well as obstruction of justice, in respect of the GRA–Strategic Mobilisation Ghana Limited (SML) revenue assurance contract,” the post read.
Meanwhile, the OSP has announced that by the end of November 2025, it will file charges against former Minister of Finance, Ken Ofori-Atta, and five others over their roles in the controversial revenue assurance contracts between the GRA and Strategic Mobilisation Ghana Limited (SML).
Those expected to face prosecution include former Commissioner-Generals of the GRA, Rev Dr Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, as well as GRA officials Isaac Crentsil and Kwadwo Damoa, and Ernest Akore, former Technical Advisor at the Ministry of Finance.
Addressing a press conference in Accra on Thursday, October 30, 2024, the Special Prosecutor, Kissi Agyebeng, said: “The outcome of the investigation is that the OSP will charge the following persons with various corruption and corruption-related offences before the end of November 2025.”
He noted that months of investigations revealed acts of corruption, abuse of office, and serious breaches of procurement laws in the awarding and execution of the contracts.
He further revealed that the GRA failed to submit the full agreements between SML and its third-party collaborators — a lapse he said undermined transparency and accountability in the entire process.
He disclosed that the OSP will recover GH¢125 million from Strategic Mobilisation Ghana Limited (SML).
Ten months after first being declared a fugitive, Ofori-Atta has neither been arrested in the United States nor voluntarily returned to Ghana.
